IKO vs PASA vs VDWS vs BKSA: what a kite instructor's certification actually tells you
Four organisations issue most of the instructor and school credentials you will see quoted on kite-school websites. They do not certify the same things, and two of the acronyms that get compared online are not comparable at all. This page says what each one is, how to check a credential on that organisation's own directory, and why "our school is affiliated" and "your instructor is certified" are two different claims.
About the address of this page. The URL says "ISSA". ISSA is not a kitesurfing certification body — the acronym is most often used for the International Surfing Association's surf-coaching scheme. The address was created before this comparison was written and we keep URLs stable rather than break links, so it stays. The bodies that actually certify kite instruction are compared below.
The four schemes, side by side
| Organisation | What it certifies | Instructor levels it names | School status it grants | Public way to verify |
|---|---|---|---|---|
| IKO International Kiteboarding Organization | Individuals (assistants, instructors, coaches) and centres. Its site claims 350+ IKO Centers and 5,000+ active instructors. | Assistant Instructor, Instructor, Coach (its site lists "Become an Assistant", "Become an Instructor", "Become a Coach"; the member directory also shows Examiner and Assistant Trainer roles). Numbered instructor tiers are not spelled out on the public pages. | "IKO Center" — a school that, in IKO's words, "chooses to commit to our highest quality standards". | ikointl.com/members — a public member directory showing name, member ID, role/level (e.g. "Examiner – Coach Level 2"), country and insurance status. Centres: ikointl.com/centers. |
| PASA Professional Air Sports Association, USA | Schools only. In its own words: "PASA certifications are for schools only." A non-profit founded in 1997 that sets standards for and certifies kiteboarding, hang-gliding and paragliding flight schools. | None published. PASA does not issue a public individual instructor grade; instructors are trained within a certified school's structure. A lone instructor must form a school entity to be certified. | PASA-certified school. | No public instructor directory. Verification is of the school, by contacting PASA (Nags Head, NC) — no self-serve lookup was found on its site at the time of writing. |
| VDWS Verband Deutscher Wassersport Schulen, Germany | Water-sports schools ("VDWS Center") and instructors, across wind sports including kitesurfing. | Its public page lists course tiers Beginner, Advanced and Instructor Training; specific instructor grade names are not stated on the English overview page. | VDWS Center (membership category). Requirements are not detailed on the public page. | "School Finder" and "Instructor Finder" (labelled Instructor Radar) on vdws.de. |
| BKSA British Kitesports Association, UK | National governing body for kitesports in the UK; accredits training centres and recognises schools; runs the national competition schedule. | A stated progression: Instructor → Senior Instructor → Inspector → Examiner. Affiliated schools must be run by at least a Senior Instructor. | BKSA-affiliated school; instructor training delivered through accredited training centres. | Instructor List and School Finder, both public. |

Instructor certification is not school affiliation
These are two different claims and they are verified in two different places.
Instructor certification
Held by a person. It says that this individual passed that organisation's training and assessment for a given level, and — on schemes that publish status — whether it is current and insured. It moves with the instructor when they change school.
School affiliation
Held by a business. An IKO Center, a PASA-certified school, a VDWS Center or a BKSA-affiliated school has met that organisation's operating standards. It does not, on its own, tell you the level of the person teaching your lesson next Tuesday.
Why the gap matters
An affiliated centre can hire a newly certified assistant, or an instructor whose annual renewal has lapsed, and the school's badge stays on the website either way. PASA makes this explicit by certifying schools only; the others certify both, so you need to check both.
How to verify a credential in two minutes
- Ask for the instructor's full name and member or licence number — the one who will actually teach you, not the school owner. A serious instructor will give it without hesitation.
- Look them up on the organisation's own directory, not on the school's site: IKO members search, BKSA instructor list, VDWS instructor finder. Match the name, then read the level and, on IKO, the insurance status.
- Check the school separately: IKO centers list, BKSA school finder, VDWS school finder. For PASA, the certified status belongs to the school; contact PASA if you want it confirmed.
- Treat a card photo, a logo or a listing as a claim, not proof. That includes listings on KiteSchool.app: schools state their own certifications on their profiles and we show them as stated.
What certification does and does not tell you
A current certification tells you the instructor was trained to a defined standard in teaching progression, safety systems and rescue. It does not tell you how many hours they have taught at this spot, whether they know its tides and hazards, how they handle a nervous beginner, or how the school runs its rescue boat on a crowded afternoon. Those are questions for the school, and they are the reason we wrote a separate guide on choosing a kite school.
Frequently asked questions
Is one body better than the others?
They are different systems, not a ranking. IKO is the largest international scheme and certifies instructors and centres; PASA in the US certifies schools only; VDWS is the German schools association with its own instructor training; BKSA is the UK governing body with a public instructor list. What matters is that the credential is current, belongs to the person teaching you, and can be verified on the organisation's own site.
How do I check an instructor is really certified?
Name and member number, then the organisation's own directory: ikointl.com/members, britishkitesports.org/training/instructor-list, or the VDWS instructor finder. PASA publishes no instructor directory because it certifies schools, not individuals.
If a school is IKO-affiliated, are all its instructors IKO-certified?
Not automatically. Affiliation is the school's status; certification is the person's. Check the person who will be on the beach with you.
Does KiteSchool.app verify certifications?
No. We show what a school states on its own profile and link to where it can be checked. We do not confirm credentials with the issuing organisations.
Find a school and check for yourself
School profiles on KiteSchool.app show the certifications each school states, alongside languages, lesson levels and where they actually teach — for example the schools in Cumbuco and around Jericoacoara and Preá.
